Testing Haste/Fast Case Effects on Accession
A random thought I had was wondering if Haste/Fast Cast check before or after Accession/Manifestation time is taken into account.
Theory 1: Fast Cast and Haste affect a spell before Accession/Manifestation checks for doubling recast times.
Theory 2: Fast Cast and Haste affect a spell after Accession/Manifestation checks for doubling recast times.
Testing my theory using Stoneskin as my test spell since it works with Accession.
Base recast = 30 sec
Base recast as SCH/RDM = 27sec
I used SCH/RDM to run my tests as its the only way I can get Fast Cast for now.
Max Reduced Recast: 50%
Haste Gear:
Walahara Turban: 5%
Recast Buffs:
Fast Cast II (/RDM): 7.5%
Light Arts: 10%
Scholar's Loafers: 5%

I need to get a hold of more haste gear and/or someone haste me later on but that will have to wait for now. I also need to get a hold of some Fast Cast gear.
Initial Results:
Fast Cast and Haste seem to affect Accession as well as Accession + Celerity but not Celerity alone.
Fast Cast and Haste affect spells recast timer before Accession doubles the cast time. This is a great finding for me personally as it means reducing recast time on AoE spells, more so important for say Sleep/II and Drain when AoEd.
Light Arts and AF Boots don't affect Accession which leads me to believe they are in fact another effect completely and not just an ability/armor that gives Fast Cast in some form.
New Theory:
It looks like when under Accession + Celerity the spells true recast cap would be 50% of its Native amount (i.e. 30sec recast caps at 15sec even while under Accession + Celerity not 30sec)
Time to find/borrow gear to test this out and see how far I can push SCH AoE spells.
