About the Mog Safe Upgrade quest

I've read arguments back and forth on allakhazam.com about how the first Mog Safe upgrade quest depends on fame or doesn't, whether or not your country has to be in first place, etc - and it wasn't really helpful.
My fame is not very high, but my hometown - Windurst - came in first on Sunday's Conquest Tally. I headed back to my MH after that to see if I could get the quest. Moogle started telling me he was homesick, so I was stupid and didn't pay attention to exactly what was being said. At the end of ramble, he gave me the Scop's Operetta scroll.
Figuring I had the quest, I went and spent 20K on a Power Bow and a Beetle Ring. Ran back to my MH to trade. Moogle wouldn't take them. Checked my quest log, and I don't see the quest listed there.
If Moogle wasn't going to give me the quest, why did he start rambling about being homesick - and why did I get Scop's Operetta? Haven't sold it just in case.
EDIT: The bronze bed had been placed in my MH prior to the tally.
