This one's a bundle of material for the 2013 Battletech: A Time of War RPG from Catalyst Game Lab. It's not exactly the first RPG with this setting but so far as I can recall it's the first with actual human beings on the cover as opposed to giant combat mechs, and appears to have a few things for characters to do other than piloting said giant combat mechs...

OK, it's role playing in a heavily mil-SF setting, but as I said above it does have some alternatives to all-out military action, which may be a good thing for some players. Two out of three of the foreground characters on the cover are women, which is a token for inclusion - unfortunately most of the female characters depicted are drawn wearing less --- ahem --- practical costumes than the male equivalents, so it's a safe assumption that the game is intended to appeal to a primarily male audience. The game is VERY text heavy, the rules alone run to nearly 400 pages of fairly dense small-type text. Character creation takes nearly 90 pages, combat rules more than 50 pages, and so forth. This isn't a game you're going to pick up easily in a couple of hours of play. I think that it's mostly going to appeal to players who already have some familiarity with the Battletech universe as a wargames setting, others may prefer something a little simpler, even for a military campaign.
