Personality: If the students of Ashford Academy were to describe their outgoing Student Council president in one word, it would be: hurricane. A force of nature unto herself, Milly Ashford ruled over the campus with an incredibly indulgent, whimsical hand. She wasn't above using threats or blackmail or bribery to get people to do what she wanted, though many of them did it simply because she wanted them to. No other Council president would decide to have a campus-wide festival -- complete with a Knightmare Frame making the world's biggest pizza -- at the drop of a hat and execute it twenty-four hours later. Or throw herself (or himself) a graduation party with a matchmaking theme.
Milly enjoys flamboyant and joyous celebrations (though if her long-suffering vice president seems to have more stress than joy, that's all right) and her reasons are threefold. First, she simply loves the spectacle and seeing people having fun. Whether it's a school festival, or cross-dressing day for the Student Council, she loves life and light and fun and wants to share it with people she's close to and people she's not. Her cat-costume party touched Suzaku enough that he cried; that's a precious memory. She can be shallow and cunning, but she loves her friends deeply. She tries to help where she can, and would do more if they would ask.
Second, Milly loves attention; she loves to be seen. She happily soaks up the appreciation and the grumbling from her subjects fellow students. They see her and acknowledge her, and they're doing what she wants. The school is her own little kingdom, with her grandfather's blessing, possibly because he knows she won't be there forever. And that ties in with the third reason Milly devotes so much time and energy into entertainment and blatant hedonism. It all helps her hide from reality. When school is over, the real world is waiting. And it's a place where her family, stripped of its noble status after the assassination of Empress Marianne, continues to try and claw its way back to aristocracy. It's a place where she isn't a queen but a pawn; an overlooked and unhappy piece on the chessboard that her grandfather plans to marry off to the first noble who will take her. It's a place where she would spend the rest of her life as the Countess Asplund, wife of the brilliant but eccentric Lloyd Asplund, the so-called "Pudding Earl" who seems to have no interest in her whatsoever.
Her fear of the real world is enough to make her intentionally fail her exams and repeat a year of school so she can stay in her shelter, with her friends, where she is safe and happy. The only person who calls her on her behavior is Nina Einstein, in an angry rebuke, accusing her of looking down on her and running from reality. Nina, despite her troubles, has gotten what Milly wants -- to choose her own path in life (though no one realized how devastating Nina's choices would be). That wake-up call serves to help Milly make her own plans. There is a local television station in the Tokyo Settlement that wants to hire an on-air reporter, and she has a letter to Earl Lloyd that will cancel their engagement. She just has to find the courage to send in that application and put that letter in the mail.
Sexuality: Bi-curious with straight leanings. Milly is attracted to Lelouch in canon, and doesn't seem very put out that her family is trying to set her up with men to marry; the fact she has to marry is what bothers her. However, she is very physically aggressive with Kallen and Shirley; often groping them and making comments about their bodies. She also has female admirers among the students, and is likely aware of that.
I intend to play Milly as a virgin, but one who is very familiar with her own body, and has channeled her sexual frustration into educating herself about sex (guy/girl, girl/girl, guy/guy, multiples). She abstained out of fear of her family's disapproval, since they probably tried to include some sort of "pure maiden" language in their pitch to potential husbands. Being free of her fetters, she will be very interested in trying out what she's read about and seen. Sex is exciting, intriguing, and looks like a whole lot of fun.
Abilities: Although she has no geass or supernatural powers, Milly is extremely charismatic, perceptive, and a natural leader.
Multifandom: Michiru Kaiou from Sailormoon
Michiru and Milly seem like perfect compliments to each other. Michiru is subtle, Milly is bright; they would be the best, worst possible pair for someone to encounter. Milly would be the person to draw the potential partner in, chatting with them and inciting with direct compliments and comments while Michiru slipped in little hints and innuendo here and there. Michiru might remind Milly of Lelouch, somewhat; that cool, unflappable behavior and the fact she gives off an aura of competence and talent. Milly would be very interested in being friends with her, and possibly experimenting with.

[ For ten years, her family told her that happiness was irrevocably tied to the Ashfords reclaiming "their rightful place" in Britannian society. Anything else was unacceptable. Milly never really understood the family obsession; ironic, since she was the one they all pinned their hopes on. Marrying for status, not love, would make the family happy, and she would grow to appreciate what the sacrifice meant.
But, as she twirled between a pair of tables in her gorgeous, flashy little red heels and winked at a customer as she set his drink down in front of him and blew a kiss to another that was leaving, she couldn't believe happiness was ever found at the whim or hand of someone else. Though she hadn't had a say in being brought to Siglen, every other decision she had made had been her own.
And sure, she had slipped and dropped an entire tray of glasses during her first week of work, but she'd squared her shoulders, worked harder, and hadn't dropped one since. Another few shifts, and she would have a real paycheck. She had no idea what she was going to buy with it, but she couldn't wait to make the choice. ]
