origins of the 221b form

according to fanlore.org, my ficlet Fall is the first 221b ever posted to AO3. I found this out because someone commented on the fic and wondered if I'd invented the form!

I didn't, of course, though I love writing in it. the first one I ever read was a lovely Sherlock/Lestrade fic, Housebreaking by suzie_shooter. her A/N says "Someone (I forget who) on the sherlockbbc comm introduced the concept of the '221B' ficlet - 221 words with the last one having to begin with 'B'. I rather like the idea."

does anyone know who did invent this form?
