What is the use of putting fresh cat litter in the litter box when the cat forgets to pull its butt inside before releasing a Niagara falls of pee on my newly cleaned bathroom floor

I have two handicapped kitty cats---one blind, and one with three legs--and I found that putting a puppy pad under the front of the cat box makes clean up easy.
