We don't have prisons here. And killing someone outright without process would hardly serve to build the Watch's credibility.

No, and you won't. For reasons I believe I already explained--this will be the first case tried under the new system. The system is currently still being developed. Once that's been done, and it's put up for public input, then we'll be able to proceed.

I... yeah, that's just kind of beyond me. Punishing someone that isn't really responsible not only defeats the point, I doubt the real culprit would take it as a 'lesson'. Maybe a lesson that he can get away with things scott free by pinning it on some poor sod.

Risking not to punish anyone doesn't work either. When in doubt, I'd rather punish an innocent than let a guilty man escape.

But punishment for not being involved in anything isn't punishing anything. Just tormenting someone for the sake of making others feel better. Pretty damned pointless and not much better than the original crime being committed.

But I guess this is all fairly moot since they're not letting someone getting away, just waiting till they can be sure it's the right guy.
