Found it! According to Urban Dictionary, it means "a twist in a persons arm going both ways. Meant to cause pain and sometimes leaves a mark."

English is confusing. I am a Chinese, I know nothing about Chinese burn.

I don't think it's a Chinese thing, don't know why its called that though... you never did this as a kid? We called them Indian rug burns (Indian as in Native American, not India Indian). I suspect the name is probably racist in its origin, but thats the kind of thing you didn't know as a kid back then. They hurt!
