Pants and the weird-waisted

I am having a pants problem, fellow fats. None of the pants I try on want to fit me. They're either too tight/loose on the waist/hips while fitting the other just fine, and they also all seem to have a ridiculous rise on me. See, my pants-wearing waist is actually around my bellybutton, and any pants made by Lane Bryant rise at least 2-3 inches above that point, so when the waistband falls to where it wants to be, the crotch is so low my thighs rub together and my legs look short. Torrid pants give me the same problem with the hips/waist, and I don't like the material their trousers are made from. I'm tempted to try on some petite pants just to see if the rise is correct, even though I know the length of the legs will be ridiculous on me.

Where oh where can a girl like me find pants with a low-ish rise that isn't obscene? I'm very wary of online shopping for pants unless the return policy is good (I'm looking at you, One Stop Plus and your return shipping).

Failing that, how much would it cost me to take some otherwise decently fitting pants to a tailor to have the waistband lowered? Is that even possible?

I'm 5'7", I wear size 26 pants, slightly bottom-heavy with large hips and lower belly and thighs and an inseam that's between average and tall. Sometimes I wear heels, sometimes I don't.
