Future OOTDs/Accessories Help Needed!

 Hi everyone! I generally don't post OOTDs because I dress pretty basic. [& I love it.]

BUT, lately I've been having to think about changing up my wardrobe. This is due largely to the fact that I'll be interning this summer at the National Science Foundation in Washington DC and I'll have to dress business casual, have at least one suit, & have nice dresses for attending banquets and other assorted events.

So the other day I was at Ross [the downtown Portland, OR location], picking through the plus-size dress rack & I spotted 3 [hopefully] DC banquet-worthy dresses. I found the black dress at Buffalo Exchange. [& for Portland-area fats: they had more green dresses avaliable in sizes up to 24.]

Problems:
1) I don't know how to go about accessorizing these dresses properly. [for me generally accessorizing is wearing gaudy chain necklaces & enormous cocktail rings...] 
2) I'd like to wear some sort of cropped jacket/arm-covering item...I don't know how appropriate bare arms will be at the different functions i'll be attending and I'd also feel more comfortable with a jacket.
3) SHOES. I'll be doing a lot of walking, so I'd like them to be comfortable & I'm not a heel person AT ALL. I have no clue how to walk in them...

Info about me: I'm 21, currently residing in Portland, OR, not looking forward to east coast humidity, will be working on the DEL project [Documenting Endangered Languages] at NSF, shaped like a rectangle, & I'm generally a sz. 20-22-24 w/sz. 10 1/2 or 11 feet, sometimes Wide, sometimes not.

OH & if you have any other business casual clothing recommendations or suit recommendations, that'd be great! Also, shopping or other recommendations for Washington DC would be awesome! Thanks!
