Probably someone just messing around with their 'powers' or whatever they wish to call them.
You know yourself I haven't been here long, but I take it this certainly isn't an everyday happening?

Well, you obviously seem to think otherwise...
But such a disruptive, brash and rude display of power? Of course. And even if it's an occurrence by chip-removal, I know there's a 'safehouse' for precisely that.
