The code of conduct's last four or five sentences are horrifying. It's literally why I have no plans on ever attending again. (That, and, of course, the prior sentence basically bans a Marxist analysis on panels.)
it is the nature of such policies that they'll be misused. It doesn't say only one-on-one interactions. And nor should it; people would rightly object to someone at a panel saying "The problem with all you Jews, and I see a bunch of you in the audience..."
But it's a sociological inevitability that left-wing content policing will be seized by the right and sued against people. This is especially true in a thoroughly middle-class milieu like fandom.
