I guess, because they haven't meet for a long time. So, the image that Neen has for his Ohchan is kinda different with how Ohchan looks right now. As for the name, I guess because he didn't call Ohno's real name.That's why it rings the bell but he didn't remember. I know it's kinda weird right, but I think it's possible.
