Does The Bone Palace stand on its own, or do you need to read The Drowning City first?

Well, let me put it this way: I don't know, because I haven't read The Drowning City yet. So if I missed anything it wasn't enough to make The Bone Palace not make sense.

The timeline seems to be:
prologue of Bone Palace
Drowning City
[+3 years]
Bone Palace

where Drowning City is sort of Isyllt going to another country and doing stuff mostly unrelated to Bone Palace.
