Worldbuilding: question

Who is your favourite author for worldbuilding and why?

I would have to say Sarah Monette, because she creates these absolutely fascinating tidbits of history and background that give the settings texture. You just want to dive into her worlds and not come up. Her Melusine world is full of random references to famous flashy history or crimes or misery or mysteries. I just read 'Mongoose', which she cowrote with Elizabeth Bear, and I want another story set there so bad I can feel it in my gut.
