Okay so here's the deal. In Dragonlance, all dragons have this totally sweet totally godmode power, which really works better when the dragon in question is a level boss and not an actual PC. It's creatively named dragonfear, and is inherent to all dragons (actually that might be a lie-- I can't remember if good dragons have it or not BUT THEY MIGHT. But Khisanth has never met one and wouldn't know anyway, SO WHO CARES).

Anyway, as soon as the dragon appears, all living creatures are paralyzed by a temporary intense fear. This fear can be fought/overcome/eventually gotten used to if you happen to see the dragon a lot, and the stronger/braver a character is, the faster that happens. By default, this will only apply to NPCs. Which is my stupid little nerdy joke, because Dragonlance is based off of an RPG campaign, and main characters (PCs) in the books always seem to get over it way faster than the background characters (NPCs.) yep i'm clever. But if you really want your character temporarily paralyzed by fear (idk it could be fun to play with?? maybe???), then tell me here!
