My base was extremely desaturated.
Not sharpened, just cropped.
Duplicate base on Screen 20%.
Make a new SC layer.
Reds: -100, 100, 100, 100
Yellows: -100, 100, 100, 0
Magentas: -100, 0, 0, 0
DB9E84- Multiply on 20%
Make a new COLOR BALANCE layer.
Check  Preserve Luminosity.
Midtones: +20, 0, -25
Shadows: 0, 0, 0
Highlights: -39, 0, 0
Make a new Hue/Saturation layer.
Raise the MASTER Saturation to +19
Reds: +5
Yellows: +5
Cyans: +30
DB9E84- Multiply 33%
E5FFFE- Multiply 100%
Make a new LEVELS layer.
RGB: 0, 1.03, 255
Red: 22, 1.37, 255
Green: 0, 1.03, 230
Blue: 0, 1.00, 219
Make a new BRIGHTNESS/CONTRAST layer.
Raise the contrast to +10
Lower the brightness to -5
DB9E84- Multiply 49%
Make a new Selective Coloring Layer.
Go to 'Whites' Raise the CYAN to 33%
Neutrals: Cyan-12%
A new HUE/SATURATION- Master: +10
Raise the lightness +10
A new Brightness/Contrast layer. 
Contrast up to +10
E5FFFE- Burn 100%
A new LEVELS layer:
RGB: 0, 1.00, 255
RED: 0, 1.27, 255
GREEN: 0, 0.97, 255
BLUE: 13, 1.00, 213
D4FFF2- Burn 39%
BRIGHTNESS/CONTRAST- Brightness: 5, Contrast: 15
Flatten
Blur the skin and sharpen the eyes/lips/ and tip of the nose.

You might have to change the settings up a bit to fit your needs.
