Using PSP7
It's pretty simple..
1. Resize to 100 x 100
2. Sharpen
3. Copy Base and set to Screen 100%
4. New Layer: Burn at 39% full with F06EAA
5. Use the selection tool (on a new layer) and make a selection of one of the edges and fill with 0D004C
6. Repeat 5 until all sides or all sides wanted have a border then set the layer (or layers) with the borders to Normal at 55%
7.New Layer: Overlay at 82% and fill with 1CBBB4
