1. Start with your base. Sharpen it as needed (once should be sufficient).

2. Duplicate the base once. Using automatic color balance (Enhance photo > Automatic color balance). Adjust your settings to something like this:


Or, if not using PSP, color balance to a subtle orange color.

3. Set the duplicate to screen, approx. 80% (For my icon, I erased this layer from the puppy's face so as to not make it too bright)

4. Duplicate the base again. Drag it to the top. Set to soft light, about 50%.

5. Create a new layer. Fill with #120B49 and set to screen, 80%

6. Create a color balance adjustment layer.
Settings:
-40 50 30

7. Merge all layers.

8. Add this texture (a modified texture by colorfilter). Set to hard light, 70%


9. Duplicate the base and drag to the top. Set to soft light, 60%.

10. Duplicate the base again, placing it on the top. Set to screen, approx. 25%. Adjust the brightness and contrast both to +20 (only on this very top layer).

11. Add a 1 pixel border if desired. Finish with any brushes or additional textures you'd like.

These steps should only be used as guidelines. Adjust them to fit your own tastes and image; make it your own.
