Now, I'm as nutty as the next, but I'm not sure I can sign on to the Bush crime family deliberately leaking the photos. An actual terrorist attack would only solidify the suspicions that we are less safe since W signed on. It's the FEAR of an attack that they want to cultivate. That's where coercion is most effective.
My guess is that the individual(s) that leaked to photos went to the Aussies because if they went to the American news (mostly Bush controlled) there could be reprecussions. I think that if Bush wanted to stir up trouble with hard evidence of torture, it would have been done through a more controllable medium.
Besides, the admin. spent a lot of time and money telling us that the torture at Abu had ceased. Even they're not stupid enough to release more photos on purpose.
However, as you said, the new photos are stirring up the hornet's nest again. It's made an attack more likely, but I don't think it was our fearless leader's intention.

The photos released are from the original investigation, not new incidents.
