Yeah, I'm pretty sure. A blind solider has to retire after all, and Roy can only go on if he's unblind. And since he's still in the military, he's got his eyes back~

Hahahaha nah I still doubt it. They still have a whole ton of stuff to do, and Roy's doing like 73209482384235 things if that radio broadcast wasn't enough to know. They'll only ever get hitched like, when they're old and tired. /shot
