Giovanni did not abandon the remnants after his defeat, he gathered the remnants and plotted a take over unlike any that had ever been staged.

In Kanto's greatest hour of need, their Champion was no where to be found. He did not surface as Team Rocket took over Slyph Co., he did not surface when the fossilized Pokemon rampaged throughout the land, and he did not respond to the cries for justice as Pokemon and people alike were taken hostage. Kanto fell to it's knees as the organization raided it's towns and stole it's Pokemon. The government was overthrown, Giovanni was declared leader and the one peaceful land fell into disrepair. Many assumed him to be dead. More pessimistic people asserted that the boy was a coward and had simply abandoned them to live in the more peaceful Hoenn Region.

In reality, the boy had been fighting since the moment Team Rocket had begun to stir again. He had fought valiantly, never faltering - but not even Kanto's Champion, a child thrust into a war he had no business in, can fight against a bullet to the stomach.

As Team Rocket was taking over Kanto town by town, Red was on an operating table. He served as Team Rocket's guinea pig for their experiments to teach TMs to humans. This was met with mixed results. Red can indeed tap into these strengths, but his body was not built to do so and he cannot do it for long.

STRENGTH; PP - 1
Red can shove boulders with ease, but the minute he is done of the task and has more than a moment to rest, he'll collapse and will be unable to move around much for the rest of the day but will try to anyway. Continued use of the move has also left him somewhat feeble when not using the enhanced strength.

CONFUSION; PP - 2
Furthering experiments done on psychics captured from Saffron City, Red's natural psychic ability was maxed out before they attempted to teach him the move. He was not very skilled in spoon-bending or telekinesis, and telepathy was too far advanced to ever imagine, by psychic granted him the ability to shatter his opponent's mind. However, he has frequent, intense headaches because of it.
SCREECH; PP - 10
Pushing his vocal chords to the limit, Red is able to duplicate the sound of a Pokemon's Screech attack. It is the one move he is capable of using continuously without immediate adverse affects, however abusing this power will end in damage to his throat and hearing. This is the other reason he doesn't speak.

EXTREMESPEED: PP - 1
An experiment on how fast a modified human can move. Red cannot handle using this move without his body overworking itself and starting to shut down.

Traits;
Just turned seventeen.
Red has very fragmented memories. He knows where he was born, that he went on a journey and that he became the Champion, but he barely remembers the people and events that lead up to beating Lance.
His voice is very raw and he has been losing his hearing. His muscles are weak and sore when he isn't using strength. He's prone to frequent, intense migraines.
He has never, ever stopped considering himself a person.
He doesn't look people in the eye.
Speaks in very short, one word sentences if he has to speak. If he speaks to you regularly in full sentences, you seriously mean something to him.
He has a plan to break free and try to restore Kanto, but is unable to due to his body's state.
He has not been outside the laboratory in five years. He's living in the rebel base like a scary mutant hobo and is being used as a morale booster, much to his displeasure.

PHYSICAL APPEARANCE;
5'10".
Weighs less than 90 pounds about 100 pounds. Green shoved food down his throat. 95-ish.
He's very unkempt. His hair is rarely washed and he tends to wear the same clothes for days on end, simply because he doesn't feel like changing.
He has a multitude of scars. There's a bald patch on the top left side of his head with some nasty, raised scarring. The scars vary in age, some are as old as four years and the newest ones are as fresh as one. This is always covered by the hat.

OTHER NOTES;
If you point a Pokedex at Red it will attempt to classify him as several different Pokemon and will offer a garbled name.
Red's primary method of attack if he has no other way is to bite the threat.
He is terrified of the Rockets. Though, rather than cower and show weakness, he will viciously attack them if they dare to come near him.
He sleeps in the fetal position, but can be coaxed out of it and coaxed into a more related position.
Actually does have a sense of humor! It's just buried under all that trauma and lineface.
Just wants to go home to his mom.
They taught the moves in a two step process - one, they trained that area and used an invention combining Bill's teleportation device (specifically, they used the component which had allowed for the splicing of Pokemon and human DNA) and a TM machine. The splicing had to be done in specific areas - sometimes the brain, sometimes just parts of his body - and was no more than a fancy injection that would trick the TM into acknowledging Red as that type of Pokemon. The actual TM machine was modified and used in a surgery to force the information directly into Red's brain. Which is why he has so many scars on his head.

There also had to be some natural talent for it. Such as Strength and Psychic. Humans are able to train themselves in these areas, therefore it's possible to learn it. However, attacks like Hydro Pump and Flamethrower are out of the question because he has no natural capacity for either of those moves. Flamethrower was once attempted and ended with Red's torso catching on fire. Water Gun nearly drowned him. They gave up on these moves shortly after this.
