.P.E.O.P.L.E.

THE FAMOUS AND THE INFAMOUS

Characters that all other characters should ICly recognize.

[ The Ten ]

Prima Luce: Saita Kaori. Commander in Chief. Utilitarian to the bone. Is not above sacrificing her best men and women to get to the desired results. Oversees New York's standing military (and to some extent, the police force) with a near iron fist. If everything isn't going perfectly, then there will be trouble.

Secunda Luce: Kenneth Andrews. Head of Urban Development. The nice guy. Well-liked by everyone. Always willing to help and lend a hand, if he doesn't have to kill you. His domain is in the residential areas of the city, and he's done a hell of a lot to improve them. Lots of parks and playgrounds, great for kids; people like living there.

Tertia Luce: Hirata Mitsunari.

Quarta & Quinta Luce: Russo Luciano. Creepy, merciless, probably incestuous, violent, vindictive, and always out for fun -- and fun for them means lots of blood on the walls, which he doesn't bother to hide or deny. He's in charge of "Military Research" -- which basically means, he gets to make his own toys. ♥

Sexta Luce: Omura Arisu. Head of Finance. Well-mannered, though icy. Gives the general impression that people (her co-workers included) are just another set of numbers, which wouldn't be all that far from the truth.

Septima Luce: Damien Reyes. The Head of Health & Science has a reputation for being "hard to work with," and considering the large numbers of staff he goes through the people that do cope with him end up paid rather a lot. There are various nasty rumours about his methods, but nothing has been proven yet. Gossip is just gossip, nobody actually believes that -- right?

Octava Luce: Yamamoto Rei. The cunning Head of Technology who is known for being a bit crueler to his employees than necessary. One of the more recent additions to the top ranks, but seems like he's been there forever. As likely to help you fix your computers as offer you to Russo and Azuro to learn all about their toys first hand. Never hurts to make friend with the bosses after all.

Nona Luce:

Decima Luce: Decima. The Luce's Grand Inquisitor, the Executioner, the Commander in Chief of the shadow army that the Luce claims not to have. No one but the ten have ever seen his face, and no one knows his name.

[ Everyone Else ]

Chris Atwell. Dangerously flamboyant news reporter known for terrible dress sense. Often involved in some minor (occasionally drunken) scandal but generally thought to be easy going and well-liked.

Jonathan Richmond. One of two brothers of one of the wealthiest Luce families in New York. Jonathan is the younger of the two and the future heir, known for switching schools out of boredom and attending almost every school in the city. Think Paris Hilton-esque notoriety.

Koto "Yuriko" Yumiko. Assistant Editor and Gossip Columnist of "The New York Times" (though it is nothing like it once was), one of the largest and most widely distributed newspaper companies (controlled directly by Prima Luce, of course). Uses the pen name "Yuriko" for her gossip column, while using her real name under the Assistant Editor spot.

Yamaguchi Jiro. Chief of Police in the Nation of New York. While his department is paid by the Prima Luce, it operates independently. He's know for being far too serious and having no sense of humor. Known of but rarely actually recognized.

[ Wanted ]

Argos. Serial Killer. Known for the eyes from victims as souvenirs. Age, appearance known, gender believed to be male. Method for choosing victims unknown. Any information should be directed to the police department or suitable Luce alternative. Wanted dead or alive, preferably dead.

de Vrie. Penombra. Arguably a leader among them as well. But that is all up to who you ask. The family has been pestering the Luce for years, and it's gotten to the point where which de Vrie it is no longer matters. Who even bothers to learn the name? All information to the cops, wanted dead or alive, any family member. With proof.

Ghost. Terrorist. Information garnered from the only sighting: male, dark hair, seemingly in his twenties or thirties. Most likely someone in the Penombra. Strikes at randomly intervals, usually aimed at mid-level Luca executives, employing rigged explosives and sniping, then vanishes. Wanted, dead or alive, preferably alive for interrogation purposes.

Mod Note: Like the description says, this list is for characters that all other characters will have heard of at some point -- even the fandom characters will recognize their names upon hearing it, even if they do not remember exactly who they are. Fandom characters cannot start out on this list unless they start off Wanted; also, if your original character happens to own a store or something, no, he does not count -- no one's going to care what his name is, unless it's the biggest damn store in New York. The list of Wanted criminals is, however, updated daily and reported along with the news.
