Not eligible to vote on that because I don't live there, but that sounds like it's just poorly written. However it has been proven that saves the government a lot of money on paperwork. Cuts printing costs by 1/2 to 2/3 depending on the city.
New York tried that with the immigrants in the great migration, did help assimilate the new Americans faster than other great migrations.
They have a mixed record, some have been awful others have worked pretty well. I was in Dallas when they went to English only, the law was well written and concise. That seems to be the key, laws designed to punish one language over another tend to fail miserably. Others designed to coordinate the government and eliminate needless paperwork have better results.
You're talking about two things so disparate as to not even really fit under the same label. Streamlining the process of translation and extra-English services is one thing. Making an outright ban of anything but English is retarded.
It's a pity I can't vote on the matter either seeing as I live in Georgia and not Tennessee. I have to wonder when learning a foreign language became less of an achievement and more of inconvenience for some English speaking Americans. What I wouldn't give to be able to speak fluent Spanish like my mother!
To me it seems just plain rude to refuse to speak anything but English. It really makes me wonder when the drive to seem more intelligent leaked out of some people like so much wine through cheese cloth.
