Well, Kimblee, I have some ideas but they'll take a bit of time to properly weave. One involves an ultimate classic of yours, war. Johto and Kanto aren't as connected as it seems. Even Goldenrod, Johto's vital point, is barely hanging on.

Of course, Lust knows that all the best things are indeed accomplished through a little manipulation, and some bribery. Mostly bribery. She is ready to sort of shank his ass the second he gets out of line but Kimblee has always been loyal, so she suppose that doesn't matter much. ]It's simple really. After sowing the seeds of distrust between Goldenrod, Johto and Kanto, like hidden shipments from an entirely different region of banned substances, they'll both grow weary of the city. Then, you as a police officer will bombard and destroy the city to the last drop. Johto will view Goldenrod as seriously criminalistic, They'll launch an investigation, and, with carefully planted evidence, declare Goldenrod at fault and bar it from being part of Johto's league. Then, without their major resources, they'll weaken, upon which Kanto will take notice and invade ( ... )
