Animal rights in Japan

There's this pet shop in the town where I work that is really making me mad. They only do small animals, but they've got 3 fully grown rabbits stuffed in a hamster cage so the rabbits can't even turn around properly. No hopping space whatsoever. The bunnies are on display outside of the store, sort of on the sidewalk in front of it. Are Japanese people likely to say something to the owner about this? I'm gonna go inside and give the owner a piece of my mind in my broken Japanese, but I doubt a little gaijin girl like me is going to make an impact on the owner to change his mind. Is there anyone I can contact about this? (I know pet shops in Japan are deplorable but these poor buns need help!)

The pet shop in question is outside of Shinmaruko station, on the Toyoko Line in Kanagawa if anyone wants to help me on my mission. It's a little broke-down mom and pop pet shop next to the stationary store when you exit the right side of the station.

EDIT: I left a letter in an envelope taped to the cage and even included a cute little drawing of three bunnies stuffed in a cage. Today, about 5 days later, I went past the pet store and IT WORKED! The buns are in a nice big cage where they can hop around and even stand up a little. I don't like the fact that they are in a wire cage (which can hurt buns feet!) but I won't push it. I'M DELIGHTED!
