A rather curious question from a Gaijin (is that supposed to be capitalized?)

I'm married to a Marine, so we're lucky enough to be stationed on the lovely little island of Okinawa (currently in a typhoon even!). I'm really curious about the Japanese culture. Something specifically that I have been wondering, and this might be a personal question for Japanese, but hopefully it can be answered. Everything seems to be super expensive here, even the thrift stores. I have been told, so maybe this is wrong, that the pay "out in town" is much lower than what is paid on base. I know not everyone works on the bases, so how do they afford their clothes, cars, school, houses, etc? Then a lot of people have children, which are a little bit on the expensive side too ;). I'm just wondering, that's all. :)
