I think the feet were at a dinner table, and she was setting out the silverware. It wasn't *for* the feet, they just happened to be there and so she ignored it and set the table as usual. I think.
i'm reading it as a woman coming to visit another woman, one that she has an uncertain or estranged relationship with - a friend that hasn't been around for a while, or a distant daughter, something like that? - visiting for dinner, anyway, and the narrator's response to the woman putting her feet on the table, almost a challenging, certainly not a respectful gesture, is to treat her like anyone else sitting at the table, and just put out the place settings...and somehow it works.
