The objective of traditional project management is to make the cost and completion date of a project predictable, usually at the expense of efficiency (explicitly or implicitly). The objective of organizing volunteer labor, however, is to fully utilize available resources.

That's an interesting assertion, that planning decreases efficiency. Yes, it makes sense that traditional project management shouldn't be used to organize volunteer projects.
