Well because I have been taken up by this swimmer I made a very, very almost insanely easy tutorial :D

Program: PSP XI
Level: Easy
1) Start with your base. I got this from a random image online. Its high quality so I dont have to fiddle too much. I cropped and resized
2)Duplicate base and desaturate. (I desaturate through Channel Mixer set on Monochrome) Set to 65% opacity for a washed out look.
3)Add this light texture from colorfilter set on Screen

4)Add text! Large, white with a black dropped shadow on 70% opacity
And you're done!
