Belize Barrier Reef Reserve System Frequently cited as being the Blue Hole only. I explored the hell out of this placed, visiting Hol Chan Marine Reserve, Glover's Reef Marine Reserve, Half Moon Caye Natural Monument, and Turneffe Reef.
Many of the places on the list are cultural heritage sites, and thus fairly available to most people. You don't need to be a super adventurer to get there or to have heard of it. Some of them are natural sites and really unknown. For example the sites in Costa Rica are not really spots that tourists visit as much as some other sites there, and not ones I heard touted much by the countries tourism board. Belize, on the other hand, makes a big deal of the fact that the Blue Hole is a natural heritage site (in fact it's the entire reef, not just the hole) and this is where I first heard about it.

As for the nomination process, wikipedia proved more helpful than the unesco site: http://en.wikipedia.org/wiki/Unesco_World_Heritage#Nominating_process I just chose this list because it's a collection of badass places from around the world. Though some seem more badass than others, for example Machu Picchu was truly amazing and on the level of one of the wonders of the world, and the historic district of Lima... wasn't.
