Resurfacing to ask the law people on my friends list a question: Is there any principle of law that says that if a regulation isn't enforced for, say, 15 years, it doesn't count? Specifically, my town has no overnight parking, but they have not ticketed on my little dead-end street in at least the past 15 years (as long as my landlords have lived there) -- that is, till last week.
I'm petitioning the Board of Selectmen for a parking permit (which apparently they are very stingy about giving out), and I'm trying to make a case for how it's not fair of them to suddenly start enforcing this parking thing all of a sudden, when I depend on my ability to park on the street near my apartment, both for my safety (wouldn't feel safe walking back late at night from a distant lot) and my ability to get to and from work (which isn't exactly true, as I take the T but whatever).
