There are always zealots during any time of crisis. It almost seems the more charged the situation, the more the crazies come out. The fanatics, the patriots, the rebels, the martyrs, all tried and true characters in any story.
You know. You’ve helped orchestrate this one, after all. It is a great honor to be working for the being directly responsible for all the glory your country, Amestris, has achieved over the past five hundred years. And all using the same methodology - cause unrest to build up to a trigger point. Mix in a few minor conflicts to heighten the tension. Let it fester, like a bad yeast, bubbling and growing and fomenting, until it takes just one action - the squeezing of a pistol’s trigger, for example - that sets off the whole powder keg into a glorious explosion.
And then you just have to wait it out. Oh, there are other ways to stir the pot, make sure the conflict doesn’t die down too quickly. There are always leaders to use - religious, military, civilian, it doesn’t matter. Kids are excellent targets, as are women. Beliefs, superstitions, all of these can be used to whip a minor infraction into a frenzied dance of destruction and bloodshed needed to create the giant transmutation circle your master wants built.
And for those reluctant souls who refuse to play along, there are always ways to coerce them. If blackmail and threats don’t work, there are other options. With a creature born of desire to seduce men and women both, and another who could assume any visage, it’s easy enough to get what you want. And if they can’t accomplish it, brute force is always an option. And, you still have some little time left to accomplish your goals.
If the first method doesn’t succeed, there’ll be another way, a tried and true hero, martyr, rebel, just the same as always.
