You always have sick people who do evil things. Kill, kidnap, steal etc. The common policy of protecting others from them is to punish the evil and to restrict the freedom of the rest - in the name of safety. But does this do the trick? Wouldn't a more sure way to achieve the goal be to try and heal the sick?
