1. It seems that not every law is derived from eternal law. For there is a certain law of passion, as was stated above. This does not derive from divine law, which is eternal, for it pertains to matters of carnal prudence, regarding which the Apostle says that 'the law of God cannot be subjected' [Romans 8:7] Therefore, not all law proceeds from eternal law.
2. Besides, nothing iniquitous can proceed from eternal law, because, as is stated, 'eternal law is what is just inasmuch as everything is best ordered thereby' [Augustine, On the freedom ofthe Will 1.6]. But certain laws are iniquitous, according!' Therefore, not all law proceeds from eternal law."
