Me and my family rented a car in Barcelona when we were trapped there from the volcano last year, and it's really similar to renting in the US and Canada.

if the vest and triangles don't come with the car (and ours did, but we did rent with Enterprise, which is a huge company, as you know), you can pick them up cheaply at a gas station. Or just ask the rental company, they have a lot of different packages of random things that you couldn't possibly ever need, but they sell anyway, so I think they have the safety package included in that list.

Other than that, Spain is only weird insofar that they don't let you drive your car into other countries. We couldn't drive ours more than 30 miles from the border of Spain, even though we tried to get them to let us drive it all the way to Paris. It's not that they didn't have a big enough fleet or enough people driving back to keep them stocked up, it's that they have some weird rule about not driving into other countries.

As for safety as a woman, as long as you're smart about your car breaking down - not hitchhiking and whatnot, most people are nice and will help you with your car or offer you a ride to a gas station if you need it.
Other than that, I can only suggest maybe take out temporary cover through a UK company like AA or something, because they offer Europe wide roadside assistance, and have reps who speak English.
