Yes, this! And not only can you meet up with individual people on CouchSurfing, but also a lot of the cities - and definitely the big ones you're going to - have regular get-togethers for the whole community. Join the groups for the cities and see when people are getting together for dinner or drinks or some cultural event the next time, and you'll meet both locals and other visitors from around the world.

Also, wandering without any real destination and/or getting lost is one of the best ways to stumble upon awesome things that you wouldn't otherwise have found. I was just walking around London one day, not going anywhere in particular, when I stumbled upon the queen's birthday parade. So don't be worried about getting a little lost [keeping in mind, of course, the usual safety precautions!].

If you have a cell phone that works on the European networks, you might want to get a pre-paid SIM card in each country so you have a cheap way of contacting your hostels, CouchSurfing people, etc.

And! I haven't been to Belgium yet, but after watching In Bruges, I totally think you should check out Bruges! That's my professional, film-based opinion.
