In all honesty, I do want to get to know Rolo better. I do hope I get to talk to him soon... Oh Suzaku, I do need to tell you something in private...

I do think he just lacks that parental care that others recieved as a child and he saw in you that older sibling figure. It is also probable that you were able to exploit that fact in that alter-timeline. I think simply he needs that tender loving sibling care and he'll open up.
