Hey, we haven't talked in a long long time...but for some reason this post caught my eye. UCLA has some great grad programs (though I don't know what you're thinking about going into). LA is a really hard city to live in though. You need a car, for sure. However, it is also a really satisfying city to live in. It takes a long time to like it, but once you start to feel comfortable here, you really understand the great parts about it (and the not so great parts).
Also, I second Seattle. It's a fantastic city. I really felt at home there, and it really meshed well with my personality.
Third, I would also second San Fran. It's also a really fantastic and friendly city. The only thing about SF, though, is that there are not many opportunities there for careers (not as many as most of the other citites). It's a beautiful place, though, but I don't know if I could live there for an extended amount of time.
I'd also recommend Portland, OR. It's a really hip city with a lot going on. Similar to Seattle in a lot of ways. Much more laid back than, let's say, LA.
Either way, now that I've spent some time on both coasts of the US, as well as cities in between, I really understand the subtle differances between them all. If you have any questions about some cities (esp. LA) I can definitely help you out!

Good luck on the search!
