Ah well, I'm rather bored tonight anyway. Here's a fairly basic tutorial for having to deal with low-res caps and go from this
to this

Alright, first take your base and resize it however you like, although I recommend not doing close-ups with low-res caps. Don't sharpen, either, unless you really want to because it'll mess with the final image.

1. Duplicate base and set it to Screen, 100%.

2. Make a new Curves layer (Layer>New Adjustment Layer>Curves)
RGB (3 points)
Input:215, Output:240
Input:67, Output:164
Input:33, Output:67

RED (2 points)
Input:156, Output:191
Input:116, Output:120

GREEN (2 points)
Input:109, Output:112
Input:190, Output:173

BLUE (2 points)
Input:185, Output:117
Input:112, Output:97

3. Make a new Brightness/Contrast Layer (Layer>New Adjustment Layer>Brightness/Contrast)
Brightness:-16
Contrast: +3

4. Make a new Color Balance layer (Layer>New Adjustment Layer>Color Balance)
SHADOWS
+13, +55, +74

MIDTONES
+20, -20, +3

5. Make a new layer and pick a light greenish color. I used #08c54b. Set the layer to Saturation, opacity about 30-40%. Now take a basic paintbrush and color in the parts you want saturated. Add text, etc.

Voila! You're done. Now, obviously dealing with curves and color balance is very tricky and doesn't always work on all bases the same way. Experiment and find what you like. I hope this tutorial was helpful, if you have any questions or comments please feel free to comment!
