It is pointless to seek to "punish" anyone for their actions. Even in early childhood, the idea of punishment ceases to inspire fear. Rational adults will make decisions according to their own motives and desires, knowing full well that consequences may ensue. The threat of punishment -- or the actual action -- will not dissuade them from making the same decisions. The minority who are not capable of forethought and rational action cannot link effect to cause any better after they've acted. Punishment is equally ineffective to them.
However, those who consistently act out, who abuse, harm or oppress others -- their days our limited, and when the number is reached, justice will follow.
