AUGH, I just want to PUNCH. If you mean what you're saying in a literal and direct manner, just WRITE IT. There is NO NEED - NONE - for quotation marks.

We just got an e-mail from the promotion guy at corp about a new program, which he says is "a 'mandatory' program and is not 'optional.'"

My suspicion is that it's another form of Random Capitalization; that by putting "words" in "quotes", they're trying to show that those words are VERY IMPORTANT.
