Basically, this Ethan has been partially roleswapped with Silver. He's still the one who goes around beating all the gyms and catching legendaries, but he's also part of Team Rocket. "Ethan", on the other hand, is the one with the Pokedex who tries to take down the crooks.

Personality-wise, he is not too different from most cheery Ethans and is quite fond of his Pokemon. He has had a bit of an odd education, though, including some self defense (versus humans).
Looks-wise, he will appear to be a regular Ethan, except sometimes with long gray gloves and stockings under his usual clothes. His spare change of clothes is all Rocket uniform stuff, but he won't be wearing that most of the time. There are also some scars on his hands from Skarmory related accidents. Nothing major, though.

Silver will usually have a 'mon out following him. His team includes:
Typhlosion- Received from the Professor. His first Pokemon not actually belonging to Team Rocket.
Umbreon- Received as an Eevee, because the original owner couldn't give it enough attention. And when you tend to play all night instead of all day...
Murkrow- Caught. It's like that one cool bird his dad had, except not as big.
Slowbro- He asked for a Slowpoke when he ran into the operation at the well. They're silly and cute, after all.
Skarmory- Traded for. He likes flying types.
Electrode- See below. Knows a lot of tricks, most of which involve explosions.

....also a lot of trained Voltorbs that aren't technically part of his "main" team. They are the reason you really don't want to go through his stuff without permission. He got them after some experiment when the team scientists had no further use for a bunch of living bombs.

He does not have an obscene amount of berries, thanks to not having an overly supportive mom. On the other hand, he does have a ridiculous amount of (possibly expensive) healing items, because Team Rocket's supplies are totally his supplies and it is perfectly okay for him to help himself to a weekly allowance from the treasury. Really.
Other items include a spare change of clothes, toys for his 'mons, and a switchblade. (No, he won't use a whip, so he doesn't have one)

So there was a little boy who received a rare Pokemon, went on a journey to become strong, and became what could be called a hero.

The problem is that his name was Silver, not Ethan.

Silver never really understood his dad. The man hardly ever had time for him, after all, and he didn't ask about his mom. If she didn't want to see him, he wasn't going to bother her even if he had some idea as to who she might be. That was fine, because his dad's subordinates were happy to take care of him. It was the easiest job in Headquarters, since all they had to do was show him a Pokemon and he'd entertain himself for hours. Team Rocket was Silver's family, and he was happy.

Silver continued staying with the most loyal executives after Team Rocket was supposedly disbanded. For the first time, he started to interact with people on the outside. However, he was convinced that they were mistaken about the Team. After all, there was no way that Team Rocket was as bad as they all thought. Everyone else used Pokemon in their daily lives, too. Team Rocket was just more capable of getting big things done.

When Team Rocket started to rebuild, Silver was happy to help, despite not being very concerned about his dad's whereabouts himself. The people taking care of him were careful that he didn't learn anything he didn't need to know, though. If he liked Pokemon, they just needed to tell him not to go close to the labs. If he was starting to befriend someone who had been hurt by Team Rocket in the past, they just needed to send him to a different base. After all, having the Boss's son around was good for morale, and he had enough talent to be one of their best trainers in the future.

Naturally, it caused quite a fuss when he up and left to take the gym challenge, leaving behind only a note.

Silver received a Cyndaquil from a certain Professor, since the little thing just took such a liking to him. He also met Ethan, a boy sent off to learn more about Pokemon and help fill up a Pokedex.

Ethan didn't get along with Silver, and couldn't understand why he kept losing to someone more interested in playing with his Pokemon than training. Why he was less of a hero than one of the bad guys.

Silver, on the other hand, enjoyed his trip to meet new friends and finally learn how to battle without a tutor breathing down his neck. Deep down, he probably also began to realize that Team Rocket wasn't what he wanted to believe it was. But he still loved his "family", so he pretended not to notice.

Lots of stuff happened on their journey, but that would be even more tl;dr than this already is. For now, let's say "Silver" has been taken from before the incident at Lake of Rage, where he would be forced to make some... major and unpleasant decisions.
