well,
if I were you (or anyone else who's involved) I would just go, contact the service provider and tell them that they have a nice little typo in their 'bandwidth exceeded' message... and, of course, add that if this is *not* their message it makes them look very, very bad...

So - that's the place to turn to - *if* the message is false, I bet they will be *not* amused so - feel free to spread the information wherever you want to, so that as many concerned people as possible can contact the provider for their typos ;-)
