Fat pony

So awhile back I posted asking about how to exactly get it through my mothers head that a mini horse/pony does not need as much food as a big horse, and you guys helped so much!!! Countless vets have been out told her the same thing and it seemed all was going fine for a while.

And then more time went by, and I realized he still was not dropping any weight.

Now, I have since moved, now I live just around the block from my mother's house (where Mr B was being kept). I've got almost 2 acres myself, though only half of it is grass and none of it is fenced in. I had been planning on taking mr B once we finished the fence, but that realistically just wasn't going to happen for probably another 6 months.

I stopped by my mother's the other day because she asked to borrow some butter. Low and behold, I walk in the yard and there is mr B mowing down on A WHOLE BALE OF HAY. And what's that next to him? An empty FEED BUCKET? So go storming into the house and ask her why the hell she is feeding him, and she proceeds to tell me that the vets and I are wrong, don't know anything about horses, and that he would starve to death if we had our way with his diet.

I can't even exercise him anymore. Between his weight and his heaves, he can't even pull the cart around the block anymore without gasping for air. The steriods he's on alone make it hard to keep weight off of him, he really, really does not need the extra hay and feed and apples and treats that she's been sneaking him.

Now, understand, yes, he was being kept at my mothers. But I pay all his vet bills, buy his medicine, and I go over every single day to pick up his poop, groom him, and up until recently, exercise him. She proceeds to go on about how I never pay for any feed or hay and I seriously almost explode. I do not buy feed or hay, because he is not supposed to be EATING FEED OR HAY. UGH FRUSTRATION.

So, I take him back to my house, and he is more than happy to graze in the yard while the fiance and I construct the fastest fencing job ever and make him a little tiny pasture of his very own.

His "pasture" is about  (im guesstimating) 40ft x 20ft, there's not a lot of grass in there for him (why I picked that spot). I've been letting him loose in the yard every morning and late afternoon/early evening to graze for about 2-3 hours at a time. The grass out in the yard is super long and lush, there is a ton of it thanks to all the great weather we've been having.

My question is, I'm I turning him out right? Should he be getting less turnout? More? I'm stopping by the vets later this week to pick up more of his medicine, so I plan on talking to them then about this as well, but in the meantime, can you guys help?
