More help with the filly!

So I posted a little while ago about a filly I own who is terrified about fly spray ( community.livejournal.com/equestrian/5938517.html#cutid1). I posted an update saying how my gf and I had started working together to spray her and get her used to it, focusing on the suggestions we were given. Well, it seemed to work at first, and we have been consistent with her, doing it every day. The only day we haven't done it was the day the vet was out because she had already been overwhelmed by enough and needed the day off.

Today we decided to work with her. We had to go into the outdoor round pen because there was someone in the ring. The filly ended up rearing while I was trying to get her to stand still. I don't think it is out of fear. I have no idea how to deal with this because if I push her forward then she knows that she doesn't have to stand still for the fly spray (which is exactly what she wants).

Also, this filly tends to exhibit more stud-like behavior. She is overly affectionate and when we are working with her she will pivot her hind feet around to keep her front end facing you. She doesn't turn her butt to you when she gets pissy, now she has started the rearing. I REALLY do not want this to progress any further but I don't know how to get the result I am looking for. Basically I just want to do the right thing for my horse but am not sure how to go about doing so. She tend to be better behaved under saddle than when doing groundwork, but she has good manners in the barn aisle, on cross ties, etc. Help?????
