Telepathy is the ability we most often think of when we think of psychics. Mind reading and speaking mind to mind can seem great, and maybe they are, but maybe they aren't if you can't control it. Who wants to know every banal thing going through someone's head? And living in a city with a population density like San Francisco's? The psychic "noise" could be cacophonous.
For game purposes, a telepath who can at will dip into anyone's head and root around should be rare. Telepathy is an ability with a range of strength and control, from occasionally picking up flashes of others' thoughts, to a full time Radio Gaga stream of consciousness from every human around.
Some telepaths will be able to hear the thoughts of non-humans, but caution should be exercised around beings who have never been human because their minds can be painfully alien to a telepath.
A telepath or an empath would have a greater chance of picking a non-human out of a crowd than any of the other psychics, but it would depend upon the psychic's strength and upon the other character's efforts to hide what they are.
Certainly a faerie's mind would be very different because they've never been human, a
vampire's mind tends to be different particularly the older they are, and a shifter's mind may even give an impression of "twinning" because of their beast's input.
Not all telepaths will be able to project their thoughts to another person without speaking, and if they can, it may be only if they're touching the person, only if they know the person well, only if it's family, only within a limited range, etc.
Given telepathy's possibility of abuse, we would appreciate your giving costs as well as benefits for your character with this particular power.
Regardless of your telepath's strength, you will have to have other players' permission to read their characters' thoughts.
