Just to be argumentative... ;)

What you say is sort of true. The verb "convert" is funny here, makes it sound very active. I guess a more accurate way of what would be meant by consider converting is "deciding that one label better describes yourself than your old one". I don't think this decision is usually something you decide immediately.

For example, I know I went through a reasonably long period of doubt before I convinced myself that I didn't believe in the christian God, and then relabeled myself agnostic. I then later in life got more disgusted with religion in general, and started to lean towards calling myself atheist. However, in the end, I recanted, became less negative torwards religion, and stayed agnostic. Both of these periods were "consideration periods" for me, and each had different outcomes.

Plus, labels have power. Most people, whether they admit it or not, are proud of their label. Atheist, catholic, conservative, whatever. People cling to these things, and some corner of their brain may not give it up without a fight, even if the rest has moved on to greener logical pastures.
