When: After the Protean's attack on Nitori and its subsequent encounters with Momiji and Maryweather Hargreaves
Talbot was one of the first people to arrive at the main entrance to the BSL habitat sector. He knew this would be a difficult operation.
According to the station records, the habitats contained other dangerous life-forms as well - creatures which might not be quite as dangerous as the Protean Berserker, but who posed a significant threat nonetheless. And the threat that these creatures posed . . . well, Talbot had no idea what would happen if the Berserker absorbed them, but he suspected the worst: that it would take the abilities these creatures had and add them to its own.
If it weren't able to do that, so much the better - but if it could, and they weren't prepared for it . . . then this mission would be a slaughter, and the Berserker would be that much more powerful.
And so Talbot waited at the entrance to the habitats. He knew Vercybertrix, Akakias, and Momiji were coming, but he didn't know who else would be coming - who might have thought to take part in the operation, or what people might be accompanying Vercybertrix himself.
