Carter: Bush 'Worst President In History'

Former President Jimmy Carter says President Bush's administration is "the worst in history" when it comes to international relations.
Carter took aim at the White House's policy of pre-emptive war and its Middle East diplomacy.
The criticism from Carter, which a biographer says is unprecedented from the 39th president, also took aim at Bush's environmental policies and the administration's "quite disturbing" faith-based initiative funding.
Carter says that the Bush administration "has been the worst in history" in terms on making an adverse impact around the world.
The comments came in a copyright story in Saturday's edition of the Arkansas Democrat-Gazette.
Carter said for the first time the United States has endorsed pre-emptive war, where military action is taken when the United State's security is not directly threatened but instead only fears it may be threatened in the future.
Carter, who won a Nobel Peace Prize in 2002, also criticized Bush's lack of peace talks in Israel.
